THE BOOK is the result of long standing interest in the electoral process. This interest began in 1975 with research for S. Sothi Rachagan doctoral thesis and has continued ever since, albeit intermittently amidst his interest in and research into other subject. The study covers a wide range of topics, and the methods employed are correspondingly varied-analytical, historical/archival, cartographic, statistical, and critical. But throughout the whole work there runs, as an integrating principle, a focus on the law as it affects and has been affected by the electoral process.
